2026 End of Session Report — Session Wrap-Up
The 2026 spring session adjourned in the early hours of June 1. This wrap-up covers the UI and workers' compensation agreements, the FY27 revenue omnibus, the Chamber's 2026 legislative agenda initiatives, and what to watch in the veto session.

The General Assembly adjourned its 2026 spring session on June 1 after a late flurry of activity, including a $55.94 billion FY27 budget passed within a day of its public introduction. From an employment-law perspective, Illinois businesses fared better than in previous years: the unemployment insurance agreement (SB 807) passed unanimously, the workers’ compensation deal (HB 5228) landed at neutral, and a de facto ban on non-competes was stopped. The Chamber’s own legislative agenda — its most robust in recent history — advanced in committee and set up 2027 conversations.
What happens next
Ten items have veto/lame-duck potential per the Chamber’s report: the Power Act and data-center reporting, algorithmic pricing, the Wetlands Protection Act, workplace temperatures, health data privacy, non-compete agreements, the megaprojects incentive package, PDAB, the prevailing wage omnibus, and chatbot liability. Motions on the concurrence calendar (SB 3496, SB 3393) remain live until sine die.
