With
hopes of an election year capital plan, Gov. Blagojevich and
legislative leaders have been negotiating the largest
infrastructure plan since former Gov. Ryan's "Illinois First"
plan. The plan, which will be announced later in
January, would provide $2 billion for roads and another $1
billion for schools and public transit. Senate GOP
Leader Frank Watson indicated his caucus would look at the
Governor's proposal and expressed his belief that the state
should look at the $175 million "windfall" from increased
gasoline sales tax revenues. Watson also stressed that
Republicans would be hesitant to support any plan unless Blagojevich
agrees to share the project money with Republican
districts. |

State
Treasurer Judy Baar Topinka landed
the top spot on the GOP primary ballot for Governor.
The ballot selection is randomly drawn from the candidates
that file the morning of the first day of filing.
Topinka was joined in the drawing by Bill Brady, Jim Oberweis
and Ron Gidwitz who are also running for Governor. |

The
Illinois Toll Highway Administration received
subpoenas from a federal grand jury during the last
week in December in relation to contracts let for food service
in the recently reconstructed oasis. A top Blagojevich
fundraiser has been linked to the food service
contracts. The subpoenas seek information about more
than a dozen individuals and companies. |

Gov.
Blagojevich called for new, strict standards for mercury
emissions to be implemented by 2009. The plan calls for
a 90% reduction in mercury emissions from coal-fired plants
over the course of the next three years. The Governor's
proposal is more stringent than the current federal guidelines
which seek a 70% reduction by 2018. |
