Illinois Chamber Employment LawCouncil Charter
PURPOSE
The purpose of the Employment Law Council (ELC) is to effectively represent Illinois employers on employment law issues and assist in creating a political climate conducive to improving Illinois’ ability to create and retain jobs. The Council provides a forum and the means by which interested Illinois Chamber members can join together to undertake and advance such actions and policy to achieve the Council’s purpose. ELC members work collectively to address workers compensation, unemployment insurance, and other management/personnel related issues and achieve a consensus on what public policy actions to pursue. ELC’s fundamental responsibility is to advance the interests and viewpoints of Illinois employers.
Organization
ELC’s organizational structure is as follows:
“Advisory Executive Committee” The ELC is led by a Chairperson, selected from the ranks of the Advisory Executive Committee members. The Chairperson also serves as a member of Illinois Chamber Board of Directors. The Advisory Executive Committee consists of members that are supporting the Illinois Chamber ELC with an annual investment of $2,500-$5,000 above their sustaining Illinois Chamber membership dues level to help finance ELC programs and activities. Any issues or motions that require a vote are limited to one vote per member organization. The Advisory Executive Committee reviews the activities of all ELC committees and helps set the strategies & priorities of the Council. All ELC related policies reviewed by the Advisory Executive Committee are recommended to the Illinois Chamber Board of Directors.
Issue Members consist of Illinois Chamber members that are concerned about employment law in Illinois and wish to be active participants in developing the Illinois Chamber’s employment law agenda, policies and initiatives on these issues. Issue members of the ELC choose to make an additional investment of $1,000 to $2,499 above their sustaining Illinois Chamber membership to support ELC programs and activities.
Dues levels for Advisory Executive Committee and Issue Members are suggested levels and are investments above standard “Sustaining” Illinois Chamber dues. Sustaining dues are based on the number of employees in the State of Illinois and are a basic level of Illinois Chamber membership which does not include active membership in any Council. Any current members of the Illinois Chamber may choose to be members of the Advisory Executive Committee or Issue Members if they meet the investment levels shown above or by adding an additional investment to bring them to the levels as shown.
Illinois Chamber Interested Members All members of the Illinois Chamber benefit from the work of the ELC and have access to output and newsletters, through the Chamber’s website. Any Illinois Chamber member with a special interest in employment law may be added to the ELC publications distribution list as a means to keep abreast of employment law issues and related Illinois Chamber activities.
Standing Committees:
The ELC has the following standing committees:
- Employment Law & Litigation
- Unemployment Insurance
- Workers Compensation
All members of the Illinois Chamber of Commerce are eligible to participate in any or all of the standing committees. Each committee develops strategies and priorities on issues being considered in Springfield. They also act as the political sounding board for the Council on issues being debated by the Illinois General Assembly. Only members of the ELC will be eligible to vote on issues before any of the committees.
Policy
ELC develops policy statements and recommend positions on issues which involve legislative advocacy. ELC policy positions are reviewed by the Illinois Chamber’s Government Affairs Committee. If approved by the Government Affairs Committee and the Chamber Board of Directors, the policy will be the official position of the Illinois Chamber of Commerce.
Expected Output
- The Advisory Executive Committee shall meet on a quarterly basis.
- Standing committees will review and address pending and emerging issues. They will meet by phone or in person at least quarterly,
- Issues Members will be able to attend any ELC meeting in order to facilitate discussions and offer issues for consideration.
- The ELC will educate employers on action they can take to positively impact the employment law environment for their organization--lower costs, improve productivity and establish a long term plan to help re-shape business costs.
Publications
- The ELC will regularly, (at least monthly), provide a newsletter, via e-mail. This will keep all ELC members apprised of issues, actions and report on meetings.
- The ELC will develop and distribute white papers, policy analysis and position reports on topics as the Council so decides. This may involve research, as necessary.
Staffing
The ELC is supported by Shattuck & Associates Consulting, Inc. and the current staff of the Illinois Chamber. A primary objective is to generate adequate annual revenue to sustain the actions and program budget for the ELC.
